Introduction and Background The Coachella Valley Mosquito and Vector Control District (“District”) is a special district government agency formed on March 12, 1928, under Section 2000 et seq. of the California Health and Safety Code. The District is governed by an elevenmember Board of Trustees. Each of the nine incorporated cities in the Coachella Valley appoints one member, and the County of Riverside appoints two members. The District is one of the largest mosquito abatement and vector control districts in California, serving a population of approximately 410,000 residents within a 2,400square-mile area of the Coachella Valley. The District’s mission is to protect public health and quality of life through environmentally responsible and effective vector control programs. 2. Purpose and Overview The District is seeking qualifications from independent, qualified individuals or firms to provide professional Construction Project Management services for various capital improvement projects included in the District’s Capital Improvement Plan (CIP). The District intends to select a Construction Project Manager based on demonstrated competence, relevant experience, and qualifications to perform the required services at a fair and reasonable cost to the public. 3. Evaluation Criteria Proposals will be evaluated according to the following criteria: • Qualifications and experience of the proposed project manager and support team • Understanding of the District’s goals and proposed management approach • Work plan and methodology • Proposed project schedule and availability • Relevant experience and references for similar projects Final selection may be based solely on written proposals or may include interviews with shortlisted candidates. 4. Scope of Services The Construction Project Manager (PM) will serve as the District’s representative to coordinate and manage the planning, design, procurement, and construction of capital improvement projects through successful closeout.
