Statements of Qualification will be accepted until 4:00 p.m. on September 12, 2026, for the above‐named item by email to jennifer.galloway@transylvaniacounty.org. Purpose This project will remove debris and stabilize streambanks in accordance with federal and state standards at multiple locations throughout Transylvania County affected by Hurricane Helene in 2024. The scope of work includes, but is not limited to, the following: • Site work including: Clearing & Snagging, Grading, and Erosion Control. • Removing trees, branches, and possibly root balls from stream channels. • Hauling of woody debris to approved disposal area. • Grading and smoothing disturbed area. • Installing erosion control matting and/or other material to stabilize streambank. • Establishing permanent vegetation including grasses and/or shrubs, and trees along streambanks. • Complying with environmental permit conditions to protect water quality. Qualified contractors will be invited to offer cost proposals on specific projects during the 2026 – 2027 fiscal year to provide the services needed for each site. B. Submission Requirements Letter of Interest – A letter of interest must be submitted that document the following: 1.Contractor must have sufficient equipment, training, and experience to complete specialized stream debris removal and/or streambank stabilization work according to engineering plans and permit conditions. 2.
