NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS May 22, 2024 Allen County Board of Commissioners 204 N. Main St, Suite 301, Lima, Ohio 45801 419-228-3700, extension 8725 To All Interested Agencies, Groups, and Individuals: On or about, but not before, May 30, 2024, the Allen County Board of Commissioners, Allen County, Ohio will submit a request to the State of Ohio for the release of Federal funds under Section 104 (g) of Title I of the Housing and Community Development Act of 1974, as amended; Section 288 of Title II of the Cranston Gonzales National Affordable Housing Act (NAHA), as amended; and/or Title IV of the Stewart B. McKinney Homeless Assistance Act, as amended; to be used for the following project(s): Village of Harrod, Ohio Street Improvements Community Development Block Grant (CDBG) Walnut Street and Main Street Improvements Program Year 2022 Allocation Grant Village of Harrod, Allen County, Ohio $175,000 The activities proposed are categorically excluded under U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for the project is on file at the Lima-Allen County Regional Planning Commission and may be examined or copied weekdays 8:00 A.M to 5:00 P.M. The ERR may also be provided upon request electronically via email. Please submit your request by U.S. mail to Lima-Allen County Regional Planning Commission, 130 W. North St., Lima, OH 45801 or by email to rphillips@lacrpc.com PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Lima-Allen County Regional Planning Commission by U.S. mail or email at the addresses above. All comments received before May 31, 2024, will be considered by the Allen County Board of Commissioners prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The Allen County Board of Commissioners, Allen County, Ohio certifies to the State of Ohio that Beth Seibert in her capacity as the President of the County Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.
