The City of Ridgefield is seeking qualifications for P23011 Comprehensive Plan and Capital Facilities Plan Updates to be received no later than Wednesday, May 10, 2023 at 4:00 p.m.The City of Ridgefield is seeking to identify a qualified multi-discipline consultant team with demonstrated professional experience in comprehensive and capital facilities planning for small communities to complete a periodic update of the Ridgefield Comprehensive Plan and associated capital facilities and system plans. The update shall be compliant with the Washington State Growth Management Act, Environmental Policy Act, and all other applicable requirements per the Washington State Department of Commerce. The updated Comprehensive Plan will reflect a 20-year time horizon, with a target year of 2045 for achieving the overall vision that is established. As described in RCW 36.70a.130(4)(c), the Washington Growth Management Act will require completion of the periodic review process and corresponding updates to the Comprehensive Plan and City’s Land Use and Development Code to be adopted prior to June 30, 2025. At this time, the 2023 Budget includes $75,000 to launch the Capital Facilities Planning effort, along with a $125,000 grant from the Department of Commerce. Additional funding is expected to be requested from the Water Fund in the spring budget supplement to cover the costs of the Water System Plan work. The total anticipated budget for this two-year effort is approximately $500,000, to be spread over the 2023-2025 annual budget cycles.The Washington Growth Management Act will require completion of the periodic review process and corresponding updates to the Comprehensive Plan and City’s Land Use and Development Code to be adopted prior to June 30, 2025.
