CITY OF CHARLESTON OFFICE OF THE CITY MANAGER October 6, 2026 Capital Connector Project (RFQ 2026-40): Contractor Prequalification and Electronic Bid Submission Dear Prospective Bidder: The City of Charleston is pleased to announce that bidding is open for the Capital Connector Project, which will reimagine and rebuild approximately 3.5 miles of riverfront property. The Capital Connector represents one of the largest infrastructure investments the City has undertaken. From the outset of planning and design until today, the City has partnered with the West Virginia Division of Highways and the Federal Highway Administration to ensure the specifications and process satisfy all necessary standards and regulations. This project is supported by federal funding via FHWA and includes revitalization of both Cityowned and State-owned roadways. In consultation with the WVDOH, the City will only accept bids online via Bid Express, and only from contractors on the WVDOH Prequalified Contractors List (https://webapps.transportation.wv.gov/PrequalifiedContractors/AWPVendors). Firms that are not currently prequalified should contact WVDOH directly regarding the prequalification process. The City cannot grant, expedite, or waive prequalification. Bids must be submitted electronically through Bid Express (www.bidexpress.com). Paper bids will not be accepted. Any bid received by a method other than Bid Express will not be opened or evaluated. Untimely bids, regardless of the reason, will be disqualified. Bidders are solely responsible for the timely and complete submission of their bids. Questions about the Bid Express platform should be directed to Bid Express customer support. A mandatory pre-bid meeting will be held on October 29 at 10:00am in Room 308 of Charleston City Hall.
