Providence City Hall 25 Dorrance Street Providence, RI 02903 Q & A Addendum 1 #54422 YOUTH EMPOWERMENT ACTIVITIES: SAFE & SOBER ALTERNATIVES RFP Department of Housing and Human Services Question 1: Eligible Age Range - What is the specific age range of youth eligible to participate in activities funded through this solicitation? Is there flexibility to serve transitional-age youth (ages 18–24), or is the opportunity limited to individuals under age 18? and The FY27 Youth Empowerment RFP mentions the 12-17 age group. Is that the only age group that will be considered? How about the 18-24 age group? Answer: The RFP does not specify an age range or limit participation to individuals under age 18. Applicants should define “youth” and their proposed target population, including the age range to be served, and provide appropriate justification within the Statement of Need. Proposed activities must be developmentally appropriate for the identified population and aligned with the solicitation’s goals. Question 2: Indirect Costs - Are applicants permitted to include indirect costs in their proposed budgets using their federally negotiated indirect cost rate (NICRA)? If so, are there any limitations, caps, or specific requirements regarding the application of that rate? Answer: Indirect costs may be included in proposed budgets. Applicants proposing to use a federally negotiated indirect cost rate must provide a copy of their current Negotiated Indirect Cost Rate Agreement (NICRA), identify the proposed rate and applicable cost base, and show how the indirect cost amount was calculated. The RFP does not specify an indirect 1 cost cap. The proposed rate and amount are subject to the City’s review and approval as part of the final project budget and contract.
