Description

RFP Questions and Answers Young’s Wetland Assessment and Design The following questions and responses provide clarification to the RFP. Where multiple respondents asked substantially similar questions, they have been consolidated into a single response. 1. Is there a page limit for proposals? No. There is no page limit. 2. Will there be a pre-proposal site visit or bid walk? Can independent site visits be arranged? We will not be conducting a sponsor-led site visit. However, independent site visits are permitted and encouraged. The site is accessible by foot from Glenwood Highway. The property is surrounded by public land, and visitors may park along Glenwood Highway and walk a short distance south to the site. The property is fenced, with a stile along the north side providing access over the fence. 3. Will site access be limited in terms of timing, notification, permissions, or frequency? No. Frequent or unlimited site access by the selected consultant can be accommodated. There are no known seasonal or cultural restrictions on site access. 4. What is the status of Tribal jurisdiction and permitting for the CLT-owned parcel within the Yakama Reservation? The CLT-owned parcel is located within a larger WADNR-owned parcel, all within the Yakama Reservation. Currently, the only permitting requirement the Yakama Nation asserts for Tract C is a Tribal hydraulic permit. Additional permitting requirements will likely be influenced by the source of funding for implementation. If Federal funding is used, Federal requirements, including NEPA and Section 106, would apply. 5. What existing GIS, CAD, LiDAR, imagery, survey, wetland, vegetation, and hydrologic datasets are available? There are no GIS, CAD, LiDAR, or imagery datasets collected specifically for the site beyond publicly available LiDAR. The most recent LiDAR known to exist for the project area is the publicly available 1.5-footresolution 2022 data available through the Washington Department of Natural Resources LiDAR portal. No ground-based topographic data is currently available. A plant survey conducted in 2018 by the Washington Natural Heritage Program is available on the Yakama Nation Fisheries website. The survey identified plant species within each of the 11 assessment areas. It did not identify the mariposa lily now known to be present. Survey control was established in 2007, and GLO monuments were subsequently relocated. Survey information is available on the Yakama Nation Fisheries website.
