On March 20, 2020, City Council adopted a Strategic Plan to Address Homelessness (Strategic Plan) that is designated to address homelessness through programs and practices that have proven successful in other places but are tailored for Vista. The Strategic Plan is a living document that requires ongoing development and updates based on funding sources, legislative changes, community need, and program outcomes. The Strategic Plan utilizes a three-pronged approach, blending services, resources, and enforcement to address the following primary goals: 1) Prevent Homelessness; 2) Improve Quality of Life; and 3) Reduce Homelessness. The Strategic Plan includes seven strategic activities to address and coordinate resources for people experiencing homelessness. The Strategic Plan can be found online at www.cityofvista.com/strategicplan.On October 26, 2021, City Council discussed shelters and permanent housing options and directed staff to proceed with a Request for Proposal for a low-barrier shelter and operator in the City of Vista.
