Pinellas County’s Waste-to-Energy Facility (Facility) converts approximately 3,000 tons of municipal solid waste into approximately 1800 MWh of electrical energy per day. The County has a contract (“Service Agreement”) with Covanta Projects LLC for operation and maintenance of the Facility. The Facility operates 24 hours per day seven days per week. The Facility is comprised of three combustion units and two turbine-generator sets. The Facility is a critical component of the Pinellas County Department of Solid Waste (the County) Master Plan for achieving “Zero Waste to Landfill” by 2050. The facility was originally designed as an outdoor facility which essentially exposes the structural support steel, instruments, controls, equipment and systems to ambient weather and operational conditions. Due to long term weather exposure and operating systems the structural components have degraded due to corrosion and require replacement or repair as indicated in the drawings attached to this Scope of Work. In addition, The County desires to make certain improvements to the support structure and personnel access to ensure best working conditions and longevity of components.
