The City of Rock Hill (City) is seeking proposals for the development of an impact fee study for the City's water, sewer, and fire impact fees. The purpose of this study is to assess and evaluate the City’s existing water, sewer, and fire impact fees as well as water and sewer rates as they pertain to the water and sewer impact fees. This will include recommendations on any changes to the City’s current impact fees and associated water and sewer rate structures. The broad objective of the study is to determine appropriate impact fees in conjunction with rates. Current and future growth must be considered as well as water and sewer utility operation and maintenance costs, capital expenditures for system improvements and replacements, asset management, and debt service.The City seeks a qualified firm to create an impact fee report that recommends an economically and legally supportable set of impact fees to offset the growth related to water, sanitary sewer, fire, and any other areas recommended. The impact fee study will include a review of the City’s water and sewer fund, including historical revenues, expenses, and capital expenditures; current budgets; the utility's ten-year capital plan; historical and projected customer growth; historical and projected consumption and usage data; and current rate setting methodology.
