State Revolving Fund (SRF) Project Process Overview The Drinking Water State Revolving Fund (DWSRF) is administered by the California State Water Resources Control Board to provide financial assistance for projects that improve drinking water quality, reliability, and public health. While the program provides significant funding opportunities, it also requires a comprehensive review process to ensure that projects are technically sound, environmentally compliant, and financially viable before construction can begin. The SRF process is divided into several phases, each of which must be completed before the project advances to the next stage. Although some phases may occur concurrently, each is dependent upon completion of the previous steps and approval by the appropriate regulatory agencies. Phase 1 – Planning and Project Development The planning phase begins by identifying a water system deficiency or regulatory compliance issue. During this phase, engineering studies are performed to evaluate potential solutions, compare project alternatives, and recommend the most appropriate approach.
