Washington County Community Development Code Assessment

Description

Washington County, Oregon (County) requests proposals for an experienced team to assist with assessing the County's Community Development Code (CDC) to identify:Inconsistent, outdated, and repetitive standards;Standards that are not clear and objective, particularly as they affect housing development;Equity considerations and best practices, especially but not exclusively as they affect housing development;Where changes to the CDC structure and content are needed to:Comply with applicable state housing statutes; Reduce regulatory barriers to housing production and other development;Facilitate use of the CDC overall; andEnsure its consistency with federal, state, regional and local requirements. This assessment would represent the first phase of a multi-year program to comprehensively update the CDC. The expected results of this first phase would be a CDC audit, recommendations, and development of preliminary code concepts for some of the recommended changes.
