INVITATION TO BID Separate sealed bids for the construction of W.O. 26-08: WRF Digester Gas Pipe Replacement will be received by the Billings City Clerk, 316 N. 26th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or until 2:00 p.m. local time on Wednesday, November 4, 2026, and then publicly opened and read aloud.  The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government. The Digester Gas Pipe Replacement project generally consists of: •    Demolition of existing digester gas piping, valves, gas safety equipment, HVAC ducts and air handler units. •    Furnishing and installation of new digester gas piping, valves, digester gas equipment, control, and safety devices. •    Furnishing and installing (2) two new digester gas foam separators, associated water supply piping, drain piping, power and controls. •    Furnishing and installation of new 3-ton monorail track, (2) two manual track switches, electric hoist and trolley, manual hoist and trolley, structural steel supports, and exterior monorail support structure. •    Furnishing and installation of digester gas cover pressure and vacuum safety devices for the two Primary Digesters and Secondary Digester gasholder covers. There will be a non-mandatory Pre-Bid Conference for all bidders that will be held at the City of Billings Water Reclamation Facility, 725 Hwy 87E, Billings, MT. at 9:00 a.m. local time on October 14, 2026. Interested CONTRACTORS are encouraged to attend. Representatives of the Public Works Department and HDR Engineering, Inc. will be present to describe the project and answer questions. A tour of the work area will be provided. CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI).
