Opportunity Announcement NOTICE OF REQUEST FOR QUALIFICATIONS PROGRAM MANAGEMENT SERVICES This announcement is provided for informational purposes. The complete solicitation and any subsequently issued addenda govern the procurement. Lake Michigan Regional Water Supply Initiative The DuPage Water Commission and the North Suburban Municipal Joint Action Water Agency (collectively referred to as “Owner”) hereby solicit statements of qualification from highly qualified firms or teams to provide program management services for the planning, design, procurement, construction, commissioning, and implementation of the Lake Michigan Regional Water Supply Initiative, a landmark water infrastructure program. The Lake Michigan Regional Water Supply Initiative is a regional infrastructure project that will deliver a modern, state-of-the-art water system, providing safe, clean, and reliable water to local communities across Northeastern Illinois for generations to come. The new source-to-tap water system will create a direct connection to Lake Michigan. The proposed infrastructure will provide water to over 30 communities and 1.5 million people in Northeastern Illinois, with the potential to serve an additional 20+ communities and 775,000+ people in the future. The infrastructure consists of three elements: a raw water intake and tunnel, water purification facility, and purified water transmission tunnel. This major infrastructure project will take approximately 15 years to design and construct. Major tasks of the Program are anticipated to include: • • • • • • • Planning Services; Program Controls and Risk Management; Decision Support / Digital Platform; Stakeholder Stewardship; Ancillary Engineering; Coordination of Element Design and Construction, and Environmental, permitting, real estate, technology, and other enabling services. The Owner anticipates that the infrastructure will be designed and constructed through multiple concurrent collaborative delivery contracts, which may include Construction Manager 1 Opportunity Announcement at Risk (CMAR), Construction Manager/General Contractor (CMGC), Progressive Design-Build (PDB), and other delivery methods, as appropriate. Program Management Services The Owner is seeking a Program Management Team with the organizational depth and multidisciplinary capabilities necessary to establish and operate a comprehensive program management organization.
