Johnston St., B-207 (Street Address) Smithfield, NC 27577 Email Questions: Pam Radford, Purchasing Supervisor: pamela.radford@johnstonnc.gov no later than August 24,2026 at 3:00 pm BIDS will be received for the Johnston County Vehicles for Environmental Health from bidders (herein called “VENDOR” or “BIDDER”) by Johnston County (herein called the "OWNER" or “County”), at the Johnston County Courthouse, 207 East Johnston St., Smithfield, NC, until 3:00 pm on August 31,2026 This is a formal bid. Bids should be submitted using the attached bid form. NO EMAILED BIDS ACCEPTED. Pam Radford, Purchasing Supervisor Johnston County Finance Hand Delivered/or Carrier: 207 East Johnston St., B-207 Smithfield, NC 27577 By Postal Mail: PO Box 1049 Smithfield, NC 27577 All bids must be signed by an authorized official of the company and delivered by the deadline. SEALED BIDS must be clearly marked on the outside of the envelope or package as “2026 BID FOR VEHICLES FOR JOHNSTON COUNTY ENVIRONMENTAL HEALTH” to be considered. Submit one marked original and two complete copies of the BID. The OWNER may waive any formalities or minor defects or reject any and all BIDS. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof. Any BID received after the time and date specified shall not be considered. All risk of late arrival due to unanticipated delay—whether delivered by hand or otherwise—is entirely on the BIDDER. No BIDDER may withdraw a BID within thirty (30) days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the OWNER and BIDDER. Submission of a BID indicates acceptance by the VENDOR of the terms and conditions contained in this RFP, including the Vehicle Specifications set forth herein, unless clearly and specifically noted in the responsive submission and confirmed in the written Agreement between the County and the BIDDER selected. BIDDER must include a copy of the Vehicle Specifications and Sample Contract (ATTACHMENT A hereto) which will serve to indicate that BIDDER acknowledges the expectations and requirements of those documents and agrees to the same.
