Procurement #: 53528 CITY OF PROVIDENCE, RHODE ISLAND Department: Public Property/Purchasing RFP Title: TRANSLATION AND INTERPRETATION SERVICES – THREE-YEAR CONTRACT WITH TWO ONE-YEAR OPTIONS Opening Date: 13 Jul 2026 Addendum #: 3 Issuing Date: 29 Jun 2026 This Addendum is issued to provide responses to questions submitted by prospective bidders/offerors and to clarify information contained in the solicitation documents. This Addendum becomes part of the solicitation. Providence City Hall 25 Dorrance Street Providence, RI 02903 Translation and Interpretation Services Addendum #3 Q&As 1. Can the City provide historical utilization data by language, location, and service category (Onsite, OPI, VRI, and ASL) for the previous 12–24 months? Answer: No. Historical utilization data is not available in a format suitable for release. Please refer to Addendum No. 1, Question 22. 2. What services are contemplated under the phrase 'related language access services' in Section 1 (i.e., document review, language testing, training), and will those require separate pricing? Answer: The phrase "related language access services" is intended to provide flexibility for services incidental to translation and interpretation, such as document formatting, proofreading, or other language support services requested by the City. If services outside the pricing schedule are required, pricing will be negotiated on a case-by-case basis or procured separately, as appropriate. 3. For Certified Translation pricing (Category A), what is the City's definition of a standard page—what number of words or characters? Answer: For pricing purposes, a standard page shall be considered one (1) page of the original document, regardless of word count or character count. 4. "Section 5 - Emergency Services" appears to be a general contract requirement, not limited to only "Category F - Emergency and After-Hours Interpretation Services." Additionally, the Price Schedule lists "After Hours" and Emergency Service" lines under Categories B-E. This seems to indicate that all vendors bidding on Categories A-E would be contractually obligated to meet all of Section 5's emergency standards. Please clarify whether Section 5 applies to all categories or only to Category F awardees and if vendors are required to fill out the "Aver Hours" and "Emergency Services" lines of the Price Schedule of Categories B-E if they are not bidding Category F.
