Transit Operations and Maintenance Contractor

Description

The purpose of this Request for Proposals (RFP) is to solicit competitive sealed proposals for a Contract for the management of operations and maintenance of VOTRAN, Volusia County Government’s public transportation system. The County Council of Volusia County serves as the Transportation Authority and is responsible for oversight of the public transportation system known as VOTRAN. Established in 1975, VOTRAN serves Volusia County with both fixed route and demand responsive services on both the east and west sides of the county. All functions necessary to operate VOTRAN shall be provided by the Contractor’s management team. The Transit Services Division provides direct oversight and support to the contract manager. The Contract Manager reports directly to the Transit Services Division Director. The awarded Contractor shall employ all current Transit Management of Volusia County personnel that are in good standing. The Contractor shall consider current salaries, wages and benefits, serve as the successor to the labor agreement, and manage VOTRAN employees not covered by the labor agreement.
