The Town of Los Gatos is seeking a qualified consultant to develop a comprehensive, VTA-consistent Travel Demand Model and a Town-Wide Evacuation Plan. This project will support wildfire evacuation readiness, identify traffic and infrastructure constraints, and inform operational strategies across the Town’s high-risk areas. The selected firm will be expected to integrate advanced traffic simulation with scenario-based evacuation modeling to evaluate clearance times and support phased evacuation planning.Key tasks include developing a predictive traffic model aligned with VTA guidelines, simulating at least three evacuation scenarios under real-world conditions (e.g., Red Flag weekends, PSPS, school release), and delivering GIS-integrated outputs that inform both long-range transportation planning and near-term emergency operations. The work will directly support future grant applications, cross-agency coordination, and the Town’s eligibility for wildfire resilience initiatives such as the Fire Risk Reduction Community (FRRC) designation.This is a multidisciplinary project involving transportation modeling, emergency planning, and stakeholder engagement. Firms with demonstrated expertise in wildfire evacuation modeling and travel demand modeling are encouraged to apply—even if not all technical requirements can be met in-house.
