The Awarding Authority reserves the right to waive irregularities and to reject, at its discretion, any or all bids if it is in the public’s interest to do so, and to reject any bid if the Awarding Authority determines that such bid does not represent the bid of a person competent to perform the work as specified or if fewer than three bids are received for this work.
