THA’s mission is to serve the residents of Topeka by developing, owning, and operating safe, decent, and affordable housing in a manner that promotes thriving communities. THA manages and owns nine properties (744 Units) throughout the City of Topeka. The Topeka Housing Authority is requesting proposals from qualified firms to conduct a Physical Needs Assessment (PNA) for all properties. This assessment will ensure compliance with HUD standards and help guide capital planning for the next 20 years. Scope of Work: 1) Conduct comprehensive inspections of all THA properties, including site, building exteriors, building systems, and dwelling units. * See Attachment A for property details. 2) Identify and document all current physical deficiencies requiring immediate or future attention. 3) Estimate the remaining useful life of all major building components. 4) Provide cost estimates for immediate and future needs. 5) Develop a 20-year capital needs schedule in compliance with HUD requirements. 6) Prepare a final written report summarizing findings, cost estimates, and recommendations.
