Temporary Emergency Labor

Description

Pinellas County is seeking to contract with staffing firms within the local employment market that is defined as Pinellas, Hillsborough, or Pasco County to provide temporary general or day laborers, particularly for emergency situations.  Emergency staffing is a service designed to fill roles swiftly in urgent, high-stakes scenarios. In the event of an emergency, the County may require personnel to work at various locations, including but not limited to the Emergency Operations Center (EOC), logistical staging areas, shelters, base camps, or community points of distribution sites. Services may be necessary during emergencies and over several days or weeks, and work assignments may shift from day to day.  Some position assignments may include duties within the County funded by federal grant dollars. In order to comply with FEMA federal grant regulations, Attachments A, B, and C of this ITB are required provisions of the awarded contract, and Attachment B must be completed and submitted prior to award. In addition, during the contract period current or new grant funding requirements may apply to individual purchase orders.
