Agency of Transportation 219 North Main Street, Barre, 05641 vtrans.vermont.gov Administration Division Contract Administration Services Unit September 2, 2026 Request for Proposals (RFP): Structures Engineering Services 2027 The Structures Section of the Highway Division of the Vermont Agency of Transportation, hereinafter referred to as VTrans, is seeking consultant engineering services to assist in the development of bridge and other transportation structures projects. The selected consultants, hereinafter referred to as the Consultant, shall be responsible for performing a variety of assignments that may include but are not limited to: engineering; project administration; design; peer review of VTrans in-house designs or other Consultant designs; load rating; hydraulic analysis; traffic analysis; environmental permitting; right-of-way (ROW) services; utility relocation services; developing construction schedules; independent cost estimating; advertisement and bidding support and construction engineering support. The types of services required will be in accordance with the “Project Development Process Manual” and as directed by the VTrans Project Manager (VPM). This RFP will result in multiple awards. Prequalification is not required in order to submit a proposal for this RFP. Communication. AOT will not be bound by any oral communications. All questions related to this RFP shall be sent in writing by email to the Point of Contact, noted below. All questions and requests for clarification shall be received no later than 2:00 p.m. on Wednesday, September 30, 2026. All questions received will be documented and answered after this date. Communication with other AOT personnel regarding this RFP is prohibited and may result in the rejection of your proposal.
