STRATEGIC PLANNING RFP QUESTIONS & RESPONSES This document provides consolidated responses to all written questions submitted by the noon deadline on Monday, January 26, 2026. These responses are being made available to all prospective consultants to ensure a transparent and fair selection process. In cases where the same response addresses multiple questions, the questions are listed first, and the response follows. BUDGET 1. Can you let me know what the estimated budget range is for the Strategic Planning RFP? 2. A budget range, even a very broad one, will help us “right size” our proposal. Can you provide that? 3. What is the budget for this project? 4. What budget has been allocated for this work? 5. I’m interested in the Appleton Public Library Strategic Planning RFP and am writing to inquire whether there is a preferred or anticipated budget range for this work. Response to questions 1 through 5: Instead of a pre-defined budget, the RFP requires consultants to include the following in their submissions: • Itemized Cost Estimates: Proposals must include a detailed breakdown of costs, including all fees and expenses. • Optional Session Pricing: The cost for the optional implementation session with staff leadership must be listed separately. • Evaluation on Cost-Effectiveness: One of the core criteria for evaluating proposals is the cost-effectiveness of the consultant’s plan relative to the quality of their proposed approach. Consultants should propose a scope of work they believe is necessary to meet the project goals while remaining competitive. The library also reserves the right to negotiate modifications or award a contract that best meets its specific needs. 1 HUB AND SPOKE STRATEGIC FRAMEWORK 6. Do you envision retaining your current “hub and spoke” strategic plan framework or are you looking to change that up with this next five-year plan? Response: The library’s goal regarding the “hub and spoke” framework is to have the selected consultant perform a formal assessment to determine its future. While the current framework was effective during the multi-year planning and construction of the new library building, APL is now entering a new phase. Therefore, the library is looking for the consultant to: • Assess the existing framework to determine if revisions are needed or appropriate given that the building project is now complete.
