PUBLIC NOTICE INVITATION TO BID NO. PC26-049 ST. ANDREWS MARINA UPLOAD RECONSTRUCTION The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”), will receive bids for the Invitation to Bid (ITB) No. PC26-049~St. Andrews Marina Upland Reconstruction project until Tuesday, August 25, 2026, at 10:00 a.m. Central Time (CT) (the “Bid Submission Due Date and Time”), at which date and time the bids received will be opened and read publicly in City Hall, Lower Level, Room 010, located at 501 Harrison Avenue, Panama City, Florida 32401. The complete ITB, including all specifications and schedule of values forms are available upon request to the City’s Purchasing Division by emailing . Addenda, if any, will be posted on the City’s Bid Postings webpage at https://www.panamacity.gov/bids.aspx and on the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities. Requests for additional information or clarifications must be made in writing and emailed to the Purchasing Division at  no later than 5:00 p.m., CT, on Tuesday, August 18, 2026. The City’s Purchasing Division will issue responses to inquiries received and any other corrections or amendments it deems necessary via written addenda, prior to the Bid Submission Due Date. Late or misdelivered requests for additional information or clarification may not receive a response via an addendum. Bidders should not rely on any representations, statements, or explanations other than those made in this ITB and in any written addenda to this ITB. Where there appears to be conflict between the ITB and any addenda issued, the last addendum issued shall prevail. Addenda will be available on the City’s Purchasing Bid Postings webpage and on the City’s Bonfire Portal, and it is the Bidder's sole responsibility to assure it reviews and acknowledges receipt of all addenda. Prior to submitting a bid, the Bidder should check the City’s Bid Postings  webpage https://www.panamacity.gov/bids.aspx or the City’s Bonfire Portal https://panamacity.bonfirehub.com/portal/?tab=openOpportunities for all addenda published. Completed bids must be submitted to the City’s Purchasing Division, Room 238, City Hall, located at 501 Harrison Avenue, Panama City, FL 32401, via the Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities by August 25, 2026, at 10:00 a.m.
