If USM determines after review that there is only one (1) source for the required commodity, then USM will appeal to the Public Procurement Review Board. USM will have the burden of proving that the commodity is only provided by one (1) source. Anyone objecting to this purchase shall follow the procedures outlined below. 1. Description of the commodity that USM is seeking to procure: This purchase is for the software for an additional sensor type, a TPS sensor, for MPI’s CTherm Thermal Conductivity instrument. This instrument was purchased as a sole source instrument in 2024, where we required an instrument conforming to ASTM D7984 with a wide thermal conductivity range of 0.01 to 500W/mK, offering versatility and applicability across a broad spectrum of materials from aerogels and insulation/foams to metal and ceramics. ASTM D7984 specifically stats that the sensor requires a “Guard Ring” for a uni-directional heat pulse, MTPS is the only sensor that can fully conform to that ASTM standard. 2.
