The purpose of this Request for Proposals (RFP) is to define the County's minimum requirements, solicit proposals, and gain adequate information by which the County may evaluate the services offered by Proposers that fall within the scope of service as further described in section (3) of this RFP.The County of Solano, Health and Social Services Department – Behavioral Health Division hereinafter referred to as the “County,” intends to maintain and/or secure a new contract with one or more qualified proposer/s to administer and provide timely and adequate Specialty Behavioral Health (BH) Programs in Solano County, both at the highest level of outpatient service intensity, Full-Service Partnerships (FSP) and moderate level outpatient service intensity, Outpatient/Case Management. Within this category of service delivery, services are being sought for the following service populations broken down by age and then subsequent specialty sub-populations:Children, Youth and Transition Age Youth (Ages 0-25) including individuals experiencing the following:Involvement with Child Welfare ServicesInvolvement with Juvenile Justice SystemCommercially Sexually Exploited Children/Youth (CSEC)HomelessnessCo-Occurring Substance UseEating DisordersCo-Occurring complex Medical or Neurological ConditionsAdults/Older Adults (Ages 18 and up) including individuals experiencing the following:Justice System InvolvementHomelessnessCo-Occurring Substance UseCo-Occurring complex Medical or Neurological ConditionsEating DisordersNursing home or out-of-home care related concernsThis RFP is intended to solicit new proposals for outpatient treatment programs and/or Full Service Partnerships for children and adults.
