Solid Waste Curbside Collection Compliance Audit & Outreach (Website and Mobile Application)

The Waste Diversion Division at Solid Waste (SW) is looking to procure a bundle mobile app and website platform that will ease access to curbside recycling data collection. Our goal is to use this mobile app through City of Tampa (City) devices, e.g. phones, tablets, to document curbside recycling compliance and identify education opportunities for residents. The data collected would influence decisions in the background regarding households needing additional education or further enforcement. Our team would have access to a web dashboard to access this specialized data collected on the field to review and make immediate decisions.Overall, we are looking to create a live portrait of contamination rates across the City. We want to track and quantify overall improvement in recycling behaviors and pinpoint effective messaging. We partner with a City led group called the Green Team (GT) that provides feet-on-the-street recycling tagging services. The GT would report to specific routes and utilize the mobile applications to scan, review, and submit entries of recycling carts' contents. Once the entries are submitted, the software platform would provide the ease of organizing items scanned, recognizing accepted and unaccepted items in recycling.Our team will be actively tagging carts and leaving personalized information for residents via our recycling "warning tag". Automatic postcards/letters are a plus and something we'd like as an option for if the future demands it. The goal is for less hands-on steps and more results. We have experience with platforms like these and know they work.
