Sole Source Certification Prudent to section 3-206 of the Public Procurement Review Board Office of Personal Service Contract Review (OPSCR) Rules and Regulations (effective 1/18/20), the Department of Finance and Administration (DFA) is issuing a publication to certify the sole-source purchase of a four (4) year agreement with FlightSafety Textron Aviation to provide the State the necessary pilot training. OPSCR regulations require that the certification be published on the State of Mississippi Procurement Portal (MS Procurement Opportunity/Contract Search) website for at least fourteen (14) consecutive days. The advertisement dates for this certification are: November 2, 2022 through November 16, 2022 (a) The personal or professional service offered in the contract. Continued pilot training is required in order for pilots to maintain the safety of the State aircraft and all passengers. (c) An explanation of why the source is the only person or entity that can provide the required personal or professional service. Garmin, the cockpit manufacturer, has confirmed that FlightSafety Textron is the only factory supported provider of Level-D simulator pilot training. The negotiated costs for this service is only a 4% increase over the 2021 pricing. The contract pricing includes a 4% price escalation applied at the first of each calendar year.
