Sewer System Management Plan Update Project

Description

The City of Thousand Oaks has an existing Sewer System Management Plan (SSMP) that needs to be updated in accordance with the California Regional Water Quality Control Board requirements.  The previous update was prepared in 2019 and filed with the State.  Since the SSMP was adopted by the City Council, the State has updated portions of the SSMP requirements to include new guidelines.  In addition to the update of the document, the new guidelines need to be incorporated so the 2025 SSMP is compliant. The City seeks professional services from a qualified and experienced consulting firm to review the existing Sewer System Management Plan (SSMP), interview City wastewater collections staff about improvements/modifications made since the creation of the last SSMP update document (2019), verify and update the SSMP document to incorporate the current requirements of the State of California, and prepare a compliant SSMP document for adoption by the City Council of Thousand Oaks so staff can submit it to the RWQCB for compliance purposes. The scope of work outlined below is designed to accomplish the purpose of this RFP, namely to provide an updated SSMP document that reflects the current and future processes and procedures to be employed by the City of Thousand Oaks.  The City needs to update its SSMP document to be compliant with the schedules outlined by the Regional Water Quality Control Board as well as the updated reporting requirements listed below.  The document will incorporate tasks and processes that the City outlined in its previous version of the SSMP document as well as plans, projects and processes that the City of Thousand Oaks will be employing for the near future.  The previous SSMP document will be provided as a reference; however, the proposed project document needs to be compliant with the current State of California guidelines for the preparation of SSMPs.
