The Sewer Lateral Replacement Project is part of the Council-approved Capital Improvement Program (CIP) intended to improve the reliability of the City's wastewater collection system and reduce the risk of sanitary sewer overflows. The project focuses on replacing deteriorated public sewer laterals that have high frequency maintenance records or have structural integrity issues.Staff reviewed laterals maintenance records from the Sewer Overflows Alternative Program (SOAP) to identify public sewer laterals with reoccurring maintenance needs or documented structural defects. Based on a review of approximately 2,454 sewer laterals, 210 laterals were identified for replacement. These laterals were ranked based on the severity of structural defects and the frequency of maintenance records. Laterals replacements will help reduce recurring maintenance activities and improve the reliability of the wastewater collection system.The prioritized laterals were grouped into three sets of 70 laterals to support a three-year construction contract, with approximately 70 public sewer laterals anticipated to be replaced each year. Depending on site conditions, pipe bursting or open-cut installation methods will be utilized for laterals replacement.
