Construction Management-at-Risk Request for Qualifications For Spartanburg Community College Cherokee Campus SPARK Center Construction State Project # H59-6298-JM It is the intention of the Spartanburg Community College to select a Construction Manager at Risk (CM-R) to provide comprehensive pre-construction and construction services for the Cherokee Campus Spark Center Construction (“Project”). 1. PROJECT OVERVIEW A. Spartanburg Community College (SCC) plans to construct a new 45,000 square foot single-story economic development building on the Gaffney SC (Cherokee) Campus. The building will be situated between the existing Harvey Peeler Academic Building and Interstate 85, as close to Interstate 85 as site conditions will allow. This building will be a multi-use building consisting of offices and warehouse space. The building will serve as a “soft landing” location for prospective Cherokee economic development projects. The warehouse space can be used for prospects’ general warehousing, light production, and worker hands on training. The offices will be used by the prospects for white collar type activities for the soft landing of their firms. Location on Cherokee County Campus is key to economic development of Cherokee County based on the proximity to I-85 and other major thoroughfares. The new building will meet the state requirements for sustainable design through either the LEED or Green Globes process. B. The selection of the CM-R will comply with the guidelines of the South Carolina Procurement Code and Regulations, including the Office of State Engineer (OSE) Manual for Planning and Execution of State Permanent Improvements (OSE Manual). The overall procurement will be a two-step process consisting of a Request for Qualifications (RFQ) followed by a Request for Proposals (RFP). In the first step (RFQ), qualifications alone will narrow the field to a list of prequalified firms who will be invited to respond to the RFP. In selecting a firm, the College will place great emphasis on the experience of the firm and assigned personnel in providing similar services on projects of similar magnitude and complexity as the Project. Selection preference will be toward firms that have a demonstrated depth of knowledge and resources in the successful application of principles of CM-R and general contracting, scheduling, contract coordination and compliance, budget control, familiarity with Federal, State, County, and City laws, ordinances, and codes.
