REQUEST FOR PROPOSAL AUDIT SERVICES CITY OF READING, PENNSYLVANIA REQUEST FOR PROPOSAL CITY OF READING, PENNSYLVANIA I. AUDIT SERVICES A. INVITATION 1. Sealed proposals for Financial & Compliance Audit Services for the years ending December 31, 2022, 2023, 2024, and 2025, will be received by the City of Reading until 3:00 P.M., July 15, 2022, via the Penn Bid website – www.Pennbid.Procureware.com. 2. Audits are to be performed in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States. Additionally, the audit must comply with Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), the Home-Rule Charter for the City of Reading (available at www.cityofreadingpa.com), the Third Class City Code, the Pennsylvania Department of Labor and Industry’s Requirements for Self- Insurance, and the local Tax Enabling Act of December 31, 1965, P.L. 1257, No 511 (as amended). 3. Proposals received after the time and date specified will not be considered valid. Modified proposals submitted during the usual conduct of negotiations are not to be considered as late proposals. 4. No Proposals will be considered without the attached Proposal form signed by a proper official of the company. No telephone, email, hard copy or fax Proposals will be accepted. 5. Proposal terms, conditions and pricing must remain fixed and firm for ninety (90) days from receipt. 6. For a listing of the City’s funds, see attached Schedule “A”. 7. There is no expressed or implied obligation for the City of Reading to reimburse responding firms for any expenses incurred in preparing proposals in response to this RFP. On January 1, 1996, the City of Reading PA adopted a Home-Rule Charter utilizing a strong Mayor/Managing Director form of government. 2. Section 914 of Article IX of the Charter of the City of Reading states “The Council shall provide for an annual independent audit to be completed and submitted to the Mayor within one hundred eighty (180) days of the close of the fiscal year.” 3. The successful independent auditor(s) will work with the City Auditor and City Controller throughout the audit process.
