REU's Generation division operates and maintains the City's power generation facilities, which include a range of mechanical, electrical, and control systems requiring highly specialized skills. While REU maintains a strong safety culture and technical expertise, Generation does not currently have a comprehensive training program. Historically, training for Operators has relied heavily on on-the-job instruction, informal knowledge transfer, and craft-specific experience to supplement the qualification process. Other plant staff relies on on-the-job instruction and craft experience. As the workforce evolves—through retirements, new hires, and advancements in technology—this informal approach has led to inconsistencies in employee readiness, gaps in operator qualification structure, and variability in training content.
