The Wayne Brown Correctional Facility (WBCF) is a direct-supervision jail that was opened in 1992. It houses sentenced and un-sentenced men and women with a current design capacity of 274 beds. WBCF is the central booking facility in western NevadaCounty. The facility also receives inmates who have been booked at the Truckee substation in eastern NevadaCounty. NevadaCounty currently contracts to house inmates for the U.S. Marshall’s Service, the Sierra County Sheriff, and the California Department of Corrections and Rehabilitation. The second level walkways and stairs in the residential units have guardrails anchored in place made of steel 2” diameter tubing 36” height. Recent attempts by inmates to injure themselves or others have caused the need for more robust safety measures in those areas. Similar facilities have taken measures in securing these areas with ligature resistant screening in fences that are floor to ceiling in installation. This approach is desired as a solution at WB
