In addition to the new section, 13-1-111, 13-1-119.1, 13-1-117.1 NMSA 1978 and the New Mexico Administrative Code (NMAC) 1.4.1 regulations of September 30, 2006 govern this process. Pursuant to Procurement Code 13-1-111 NMSA 1978, Santa Fe Community College has made a determination that the use of the competitive sealed bidding method is not advantageous to ensure that the project described herein is delivered within time and budget constraints and in a quality manner.
