Tourism Branding/Marketing Campaign Consultants RFQ # 3150006544 Amendment II – Questions and Answers This amendment provides responses to vendor questions not addressed in Amendment I. Procurement Rules & Submission Logistics 1. OPSCR Rules and Regulations - We were not able to find the document of rules and regulations on the site. Can you confirm the link? The PPRB OPSCR Rules & Regulations can be located at the following link: PPRB OPSCR Rules & Regs - Eff 2024-09-06.pdf 2. "Electronic submissions must be in PDF format and should be no more than five (5) megabytes (MB) in size. The Vendor is responsible for ensuring the file size complies with this limitation." Does this limit apply to the total file weight of the original and redacted PDF, or can each be five (5) megabytes (MB). The original and the redacted can each be five (5) megabytes (MB). 3. To keep PDF under 5MB, can creative examples / spec or other appendices be shared through a hyper link embedded in PDF? No. 4. Meeting the RFQ campaign assignment expectations within 5MB will be exceptionally challenging, as we want to present high-quality campaign assets for your review. Are there any options to expand the size of the proposal through multiple files, appendices or links to online folders? No. 5. Since speculative work is required, is the cap of a 5MB file submission strictly enforced, or can Offerors submit a link to a high-res version? The cap of five (5) megabytes (MB) is strictly enforced. 6. Should both the original and redacted versions of the RFQ be attached and sent in one email or separate emails? If a vendor cannot include both copies in one email, redacted versions may be submitted in a separate email. Pricing & Financial Requirements RFQ # 3150006544 Amendment II 1 of 7 1. "MDA has set the price. No cost submission is required. However, Offeror must submit a Price Acknowledgment Form.", but on page 3, RFQ states "The Agency may reject qualifications...if the proposed price is clearly unreasonable." Will you clarify is the approval of the proposed price all that is needed or if you are looking for additional pricing details? Only acknowledgment of price is needed. No additional details are required. 2. The RFQ references a requirement for the vendor to maintain a minimum $2 million line of credit to cover expenses.
