NOTICE IS HEREBY GIVEN that the Mississippi Development Authority (“MDA”) is accepting qualifications for: REQUEST FOR QUALIFICATIONS (RFx # 3140004602), COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY (CDBG-DR) RESIDENTIAL RECONSTRUCTION AND REHABILITATION SERVICES IN SUPPORT OF THE MISSISSIPPI HOUSING RECOVERY PROGRAMS Copies of the Request for Qualifications (RFQ) documents may be obtained by download at: https://mississippi.org/about/competitive-procurements/ QUALIFICATIONS SUBMISSION DUE DATE: Responses will be accepted via mail or hand-delivery to: Mississippi Development Authority Woolfolk Building 501 North West Street, Suite 15th Floor Jackson, Mississippi 39201 and are due by 12:00 pm CST, Friday, July 31, 2026. Late submissions will not be accepted. QUESTIONS: 1 To ensure that your bid is responsive, you are urged to request clarification or guidance on any issues involving this solicitation before submission of your response. All questions or concerns regarding this RFQ shall be submitted by email to MDAproposals@mississippi.org, no later than 12:00 pm CST, July 7, 2026 , referencing the RFx #. MANDATORY LETTER OF INTENT: Respondents must submit a Letter of Intent (LOI) to respond to this RFQ no later than 12:00 p.m. CST, July 22, 2026, to MDAproposals@mississippi.org. Respondents who do not submit an LOI will be disqualified from responding to the RFQ. 2 EXECUTIVE SUMMARY MDA is in receipt of a Community Development Block Grant – Disaster Recovery (CDBG-DR) allocation from the United States Department of Housing and Urban Development (HUD) to aid in recovery from federally declared disaster events. MDA is requesting qualifications from highly qualified residential construction contractors to comprise a pool of as many as four (4) residential construction general contractors who may be contracted to perform rehabilitation and reconstruction of single-family residential stick built structures and repair of manufactured housing units (MHUs) in compliance with local, federal and state statutory requirements for grants under the CDBG-DR grant for the State of Mississippi for the Homeowner Rehabilitation and Reconstruction Program (”Program”) and any future housing programs within the contract period. The program intends to offer standard floor plans to each applicant who qualifies for a reconstruction award. Standard floor plans will be offered in 2- and 3-bedroom configurations. All floor plans include one bathroom.
