Solicitation Amendment Page 1 of 2 RFQ - 2026HCA10 - Embedding Substance Use Disorder Support Services in Washington Emergency Departments # 1 2 Section 1.3 and 1.5 1.5 and Exhibit D 3 4 5 1.5, Section 3, Subsection 3.2.1 6 1.6 Solicitation Amendment Bidder Questions HCA Answers Is the goal to embed an employee of an outside organization as a Peer and also have a SUD Support Services Position, or could these positions be combined and employed by the Hospital? The position could be an employee of an outside organization or employed by the Hospital. This position could be a Peer, but that is not required. This is for one position only. Details on the purpose and objectives of the RFQ can be found in Section 1.3, Purpose and Objectives and Section 1.5, Scope of Work. Is this RFQ to pay for the direct FTE for this individual or for the start up costs of starting this program? These funds are to only start up the partnership/ program. Reimbursement rates are based off of the completion of each deliverable and the final approval of the HCA Contract Manager. Please refer to Section 1.5, Scope of Work, Subsection 3.3 of the RFQ, and Exhibit D of the RFQ. I would like to clarify if the funding would be transferable to the partner organization whose employee is located for at least 4 hours/week at the ED? Or am I understanding correctly that the partner organization would be donating their FTE employee to the hospital setting for the specified hours? The bidder can subcontract services as needed to meet the requirements of the contract; however, these are one-time funds. How do I create an account and register with WEBS?
