PROJECT OVERVIEW A. Project Background On September 12, 2011 the South Windsor Board of Education (SWBOE) adopted the South Windsor Public Schools 2011-2014 Strategic Plan. Part of the strategic plan is to upgrade the elementary school facilities and to improve the safety, learning environments, and accessibility. On October 29, 2013 the Board of Education adopted the South Windsor Public Schools Elementary Schools Master Plan. The plan consists of three-phases for which Phase 1 (Orchard Hill Elementary School) is complete and Phase 2 (Eli Terry and Philip R. Smith Elementary Schools) is currently under construction and on schedule to open for the fall 2020 academic year. On March 10, 2020 the Town passed referendum to proceed with Phase 3 of the Master Plan. Under Phase 3, the Pleasant Valley (PV) Elementary School will be replaced with a new facility. It will be designed and constructed with a scheduled opening date for the 2023/2024 academic year. Colliers Project Leaders (CPL) is the Owner’s Project Manager represented by Kathleen Turner. Drummey Rosane Anderson has been retained to provide complete Architectural and Engineering services for the Project. B. Project Scope Description Pleasant Valley Elementary School is located at 591 Ellington Road in South Windsor, Connecticut.
