Alabama State Port Authority Addendum to RFP/RFQ Project Name Project No. 2026 Heavy Mechanical and Construction/Repair Service Agreement TBD Addendum No. 1 Task No. Prospective Bidders To: Date: 8/4/26 The following items are clarifications, notes and/or answers to questions received during the Pre-Bid Meeting. Item Description 1. Are we only to bid the categories of manpower that we have? Page 11 Item 14 states that every item has to be filled out – for example we do not employ electrical craft or vessel operators. You should submit pricing only for the manpower categories that your organization can provide, whether directly or through qualified subcontractors. For any craft or category that you do not offer, indicate “N/A” in the appropriate field. All items must be completed; no fields should be left blank. 2. Can there be an added line item for a Project Manager due to the elevated amount of administrative paperwork that will be required under the new contract? Yes, if the contractor believes that the level of administrative support, planning, coordination, documentation, and compliance required under this contract exceeds what is normally covered by a General Foreman/Site Superintendent, they may add a Project Manager classification/rate to their labor proposal. This classification should be included in the section where contractors are allowed to list additional crafts as needed. The contractor must ensure that the proposed rate complies with the contract requirements—specifically that standard hourly labor rates include overhead, supervision, project management, administrative burden, transportation, tools, and incidentals unless otherwise justified. 3. Regarding the new paperwork, will there be a designated format for this information to be presented in? Yes, there is a designated draft format for the Daily Production Report. It is attached with this addendum. 4. Page 16 Ref App A – Is POA required for every single project? Yes, a POA is required for every scheduled project, except in emergency or breakdown situations. 5. Page 4 – states “For purposes of evaluation only” then Page 11 Item 14 states “this shall be the contract proposal price”. The phrase on Page 4 (“For purposes of evaluation only”) applies specifically to the estimated quantities of labor and equipment hours listed in the proposal forms.
