RFP# CU2204 Q&A Concord University extends its thanks to the vendors who have submitted questions about our HVAC Design Services RFP. Below is a list of answers to the questions we received. 1. Section 6 refers to Engineering fees to be submitted with the qualifications. Is the intent to follow WV5G procurement process for Qualification Based Selection for Engineering Services which excludes fees or to submit fees as described? Concord intends to follow WV5G procurement process for Qualification Based Selection for Engineering Services. As such, proposals should be submitted without fee information. Per WV5G: “A committee of three to five representatives of the agency initiating the request shall evaluate the statements of qualifications and performance data and other material submitted by interested firms and select three firms which, in their opinion, are best qualified to perform the desired service… Interviews with each firm selected shall be conducted and the committee shall conduct discussions regarding anticipated concepts and proposed methods of approach to the assignment. The committee shall then rank, in order of preference, no less than three professional firms deemed to be the most highly qualified to provide the services required, and shall commence scope of service and price negotiations with the highest qualified professional firm for architectural or engineering services or both. Should the agency be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, the committee shall undertake price negotiations with the third most qualified professional firm.” The RFP will be modified to exclude the requirement to submit fees with the proposal. 2. Will federal funding be used for this project that impacts the design and construction process? Federal funded projects often require Contractors to use Davis Bacon Wages as an example. Federal funding will be used for a portion of this project. 3. Are there any set time frames for completing this project related to how its funded (i.e. Federal cut-off dates for using their funds)? Although HEERF funds are being utilized for this project, the project’s deadlines will not be tied to the grant period. 4.
