A pre-submission meeting will be held on December 23, 2025 at 2pm EST at 4174 Lankford Highway, Exmore, Virginia 23350. Any questions may be e-mailed to rbridgham@esvba.com up until 12/30/2025 at 5pm EST. Proposals shall comply with all requirements set fourth in section 4 below. This procurement has determined to be for non-professional services as defined in Va. Code § 2.2-4301, and will be procured using competitive negotiation in accordance with Va. Code § 2.24302.2(A)(3).
