It is the intent of these specifications, terms and conditions to describe the financial consulting services requested by Alameda County Health (ACH) to identify and implement payment reform and value-based purchasing opportunities for ACH and/or ACH’s community partners; and to provide planning and technical support in the implementation of the identified strategies. These services relate to the following topics:1. Payment Reform: From Cost-Based Reimbursement to Fee-for-Service (FFS) and Value-Based Purchasing (VBP)a. Specialty Mental Health (MH) Payment Transformationb. Substance Use Disorder (SUD) Payment Transformation2. California Advancing and Innovating Medi-Cal (CalAIM) ImplementationThe County intends to award a 35-month contract with the approximate term of August 1, 2026 - June 30, 2029 (with option to renew 2 additional years) to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the Request for Proposal (RFP) and meets the County’s requirements. The total amount for the initial 11-month term of the contract shall not exceed $326,333. The amount for any 12-month period shall not exceed $356,000. The total amount for the 35-month term shall not exceed $1,038,333. Bidders may not request budgets above this amount. The final contract amount is subject to availability of funds and successful negotiations with the County.
