PURPOSE/BACKGROUND The County of Riverside Purchasing Department, on behalf of Riverside University Health System Behavioral Health (hereinafter “COUNTY” or “RUHS-BH”), is seeking proposals from qualified bidders to operate the new Interim Housing Program Facility, on the campus of the Mead Valley Wellness Village. This facility is located at 20557 Harvill Avenue, Perris, CA 92570, a COUNTY-owned property. The selected Contractor will be responsible for providing “room and board” and “care and supervision” as regulated by the State of California and RUHS-BH. Additionally, the Contractor will deliver augmented Recuperative Care services as detailed in Section 2.0, Scope of Services. Due to the time-sensitive nature of this project, this facility is projected to be operational by the awarded bidder by January 1, 2027 , contingent upon the date of contract award and licensing of the facility.
