RFP for Two Traffic Signals Project (CIP Nos. 8329 & 8341)

Description

The City of Vista (City or Agency) is soliciting proposals from qualified design-build entities for the Two Traffic Signals Project – CIP 8329 & 8341 (Project). The first traffic signal project is located at Emerald Drive & Lewis Street / Timothy Place (CIP 8329). The second traffic signal project is located at Bobier Drive and Calle Jules (CIP 8341). The two traffic signals constitute the Project, and every requirement and provision in this RFP always apply to both traffic signals, which are to be completed as one project. The selected design-build team (DB) will provide the City with project management, engineering design, construction and construction management services for the Project. This Request for Proposals (RFP) includes a description of the Project, scope of services, proposal requirements, criteria for selection and other relevant information.The selected DB must provide a team for the Project comprised of a prime electrical construction contractor (Contractor), a professional traffic engineering consulting firm (Engineer) as a subcontractor, and other subcontractors to perform construction that the Contractor is not licensed to perform or choses to subcontract. All DB entities must be licensed/registered in the State of California under their respective professions.Interested DBs shall review and utilize existing data, previous relevant work and additional resources during the proposal phase, including studies and field investigations to determine the necessary level of effort required for the Project and for the Engineer to complete, sign and stamp the Project plans, specifications, and estimate, hereinafter referred as the Construction Documents.As detailed in Sections 17 and 18 of this RFP, the award will be based on best value (i.e., experience, expertise, and fees), not lowest responsible respondent. Section 6 details the contents required in proposals submitted in response to this RFP.
