Request for Proposal Proposals shall be submitted on the enclosed form(s) and returned to the administrative office at: West Central Mass Transit District Attention: Debra Walters, Executive Director 1124 W Walnut Jacksonville, IL 62650 Proposals shall be enclosed in a sealed envelope with the return address and “Proposal for Radio” clearly marked on the outside of the envelope. The Executive Director will date and time stamp each proposal as it comes in for verification of timely receipt of the document. All proposal envelopes must be clearly marked with the above statement written on the outside of the proposal packet. West Central Mass Transit District assumes no responsibility for unmarked envelopes being considered for the award. Only one (1) proposal per envelope. An authorized company representative is required to sign the Proposal signature form. Any proposal not containing the signature form will be automatically rejected. It is requested that completed proposals be either typewritten or handwritten in blue or black ink only. Electronic copies or facsimiles will not be considered. Proposals received after the time the bids are due will not be considered for award and will be returned unopened. Subject to the conditions, provisions and the enclosed information, the Executive Director will receive sealed proposals until the stated date and time. PURPOSE: West Central Mass Transit District is seeking proposals from qualified, responsive and responsible companies to provide radios for use of communication between drivers and dispatchers for our six-county service area. BACKGROUND: WCMTD provides on demand public transportation in Brown, Cass, Morgan, Pike, Schuyler and Scott counties in Illinois. FUNDING AND TIMELINE: This grant is funded by the Federal Transit Authority (FTA). SCHEDULE OF EVENTS AND TIMELINES: RFP Issue Date: July 13, 2026 Written Questions Due: August 10, 2026 Response to Written Questions Due: August 17, 2026 Deadlines for Proposals: August 21, 2026 Interviews/Demonstrations: August 24 to 28, 2026 by appointment INSTRUCTIONS TO RECIPIENTS a. All proposers responding to this RFP may be required to make a demonstration/presentation for produce/services upon request. WCMTD shall not be responsible for expenses incurred by a respondent in the preparation and submission of information. b.
