RFP for City Assessment Services

Description

The City of Burlington is entertaining proposals from qualified individuals or firms to provide assessment services for the City of Burlington, Wisconsin. Scope of Work The City desires to form a strategic partnership with the selected Assessor in a way that best utilizes City resources and creates a seamless delivery of service from the customer perspective. The selected firm shall designate an individual who meets all statutory certification requirements and who shall serve as the City’s Assessor pursuant to Wis. Stat. 70.05. The Assessor shall complete revaluation, statutory assessor, and full-value maintenance services for all taxable real property within the City for the term of the agreement. It is anticipated that the selected Assessor will begin work under contract upon acceptance of these terms and approval from the governing body. The firm will provide the following bid information: Bid 1 – Continuous Annual Market Maintenance The City seeks a proactive assessment program that includes annual sales analysis, market modeling, and value adjustments as necessary to maintain assessment equity each year. The objective is to minimize significant value shifts and avoid the need for future citywide revaluations. Consultant will conduct a full value maintenance program annually, to maintain 100% market value on all taxable property for the assessment years of 2027, 2028, and 2029. Bid 2 – Periodic Market Revaluation The City seeks a cyclical assessment program consisting of periodic market updates combined with annual maintenance activities. The proposer shall identify the recommended frequency of comprehensive market updates and explain how assessment equity will be maintained between update years. Consultant will conduct an interim market update followed by a maintenance program in alternating years, to maintain all taxable property within 10% of full value for the assessment years of 2027, 2028, 2029, and 2030. Interested firms are invited to submit a proposal outlining their qualifications, experience, staffing, approach to providing services, and proposed fee schedule.
