VIRGINIA TECH/MONTGOMERY REGIONAL AIRPORT AUTHORITY REQUEST FOR PROPOSALS RFP 2026-03 - Aviation Fuel Supply Contract DATE DUE: August 31, 2026, by 3:00 p.m. Issued by: Virginia Tech/Montgomery Regional Airport Authority Authority Contact: Keith Holt, Executive Director, Virginia Tech/Montgomery Regional Airport Authority, 1601 Research Center Drive, Blacksburg, VA 24060; (540) 231-4444 PURPOSE: The Virginia Tech/Montgomery Regional Airport Authority requests proposals for an aviation fuel supply contract at the Virginia Tech/Montgomery Executive Airport (“Airport”), located in Blacksburg, VA. We invite your company to submit a proposal to provide the Airport with 100LL aviation-grade fuel, estimated annual requirement: 35,000 gallons; and Jet-A-Fuel, estimated annual requirement: 275,000 gallons. The company should also provide support equipment such as refueler trucks, point of sale system, and other support services. The Authority will consider proposals submitted in conformance with the requirements of this RFP. The Authority intends to enter into a contract with the successful offeror that will include specific contract provisions, including, but not limited to, those set forth herein. The effective date of the contract is to be on or around October 1, 2026, and the base term will remain in effect for up to five years. Vendors may also seek to provide additional support in airport infrastructure, including a capital contribution toward the construction of a new fuel farm. In which case, an additional term may be considered so that the total term (up to ten years) is reasonably related to the period necessary to amortize the vendor’s approved capital contribution. At the option of the Airport Authority, contract terms can be written as a straight term or as an initial term with consecutive renewal options up to the maximum term. Any contract with a term of five years or more will include a periodic rate escalation mechanism applicable to fixed rates and fees, consistent with applicable Federal Aviation Administration requirements.
