PROJECT NAME:The Victorville Water District is seeking proposals from experienced and qualified consulting firms to conduct two critical studies that will guide the District’s financial and infrastructure planning. Phase 1 will focus on a comprehensive Water Rate Study for both potable and reclaimed water services, ensuring that the District’s rate structures remain fair, transparent, Proposition 218 compliant, and financially sustainable. Phase 2 will build on this work through a Capacity Fee Study for the District’s Industrial Wastewater Treatment Plant (IWWTP), which is nearing its design limits and requires an equitable, legally defensible framework to support future growth and capital expansion.These studies will provide the District with practical, data-driven tools to balance operational and capital needs with customer affordability and conservation goals.
