The City of Syracuse is seeking proposals from qualified organizations or service provider (“Nonprofit Provider”) to support the development and delivery of services at the Syracuse Financial Empowerment Center.The selected provider will be responsible for managing the Syracuse Financial Empowerment Center (SFEC), ensuring that all services are delivered effectively and align with the City’s objectives. This includes overseeing day-to-day operations, recruiting and training qualified financial counselors, and ensuring services are accessible to Syracuse’s diverse population through bilingual staff or translation services. The provider will establish a streamlined intake and case management system, maintain client confidentiality, and offer both in-person and virtual one-on-one financial counseling. In addition to individualized support, the provider will develop and lead educational workshops and group sessions tailored to a range of financial topics and community needs, while also connecting clients to external resources such as job training programs, housing assistance, legal assistance social services and government benefits as needsA strong outreach strategy is required to promote the FEC’s services, particularly in underserved neighborhoods. The provider will cultivate partnerships with local organizations, schools, and community groups to support outreach and referrals, and ensure that all engagement materials are culturally relevant and multilingual. The provider must track client outcomes, submit regular reports to the city, and use data to drive continuous improvement. The SFEC will operate from an accessible, centrally located facility, supported by appropriate technology for virtual services and secure data management. To ensure long-term impact, the provider will also focus on sustainability by pursuing funding opportunities, strengthening partnerships, and expanding capacity as community demand grows.
